Two vehicles crashed Wednesday morning before one hit a group of children, leaving at least 2 dead and 13 others injured, in Otsu, Shiga Prefecture.

The children, aged between 2 and 3, were taking a walk from a nursery school when the two vehicles collided and one rammed into them, Shiga Prefectural Police said.

A boy and a girl, both 2 years old, died, while two other children suffered serious injuries, police said. Two nursery school teachers were among the injured.

Two female drivers — Fumiko Shintate, 52, and Michiko Shimoyama, 62, — were arrested on the spot.

The crash occurred at a crossing in a residential area in Otsu. One of the vehicles spun into the children as they were waiting for the traffic lights to change.

According to police, a car driven by Shintate was making a right turn when it collided with the minivehicle driven by Shimoyama coming from the opposite direction. The minivehicle is believed to have hit the group of children.
